One of the players in my 4e game is an eladrin wizard who uses flame and fire in tandem . . . I’ve whipped up the following as a possible Paragon Path for him.
FROST-FIRE ADEPT
“True magic is the science of balance; understanding the way fire and ice are brothers.”
Mastery of magic is fundamentally mastery of the elements. Most spells operate on some elemental level, be it calling forth a wall of fire, icing the ground beneath your opponent’s feet, or electrocuting someone with a touch; each of these spells draws its power from a primal element. Such knowledge is obvious to practicioners of the arcane, and is the reason many wizards specialize so deeply in mastering one element to call their own.
Not so you.
You have taken the two building blocks of arcane elements, fire and ice, and have unlocked ways to bend them to your will, to make them malleable. You’ve forged the process of fusing the two disparate energies together in a manner that is devastating. For when your fire scours your enemies they need fear your frost, and when your icy spells batter your foes they need to tremble at the burning blaze already forming in your palm.
FROST-FIRE ADEPT PATH FEATURES
Frost-Fire Action (11th level): When you spend an action point to make an attack, if the attack has the fire keyword the creature is also slowed (save ends), if the attack has the cold keyword the creature takes ongoing 5 fire damage (save ends).
Frost-Fire Mixture (11th level): You gain the Arcane Admixture feat (Arcane Power). If you already have this feat, apply this to another power. The power must either possess the cold or fire keyword, and the new admixed keyword must also be either fire or cold or fire.
Master of Frost and Flame (16th level): You gain a +1 to attack creatures with resistance to cold or fire.

I’ve done my best to assure that this paragon path is not overpowered . . . still the level 20 power is fairly bad-ass. I may have to take a little time to make sure it is in-line . . . I’ve already gimped my wizard player once (last night he lost some HP . . . I will do a campaign journal soon), and would hate to give him this, have him use it, it rock, and then say “Um, no.”
